PRESENT PERFECT TENSE

The present perfect is a grammatical combination of the present tense and the perfect aspect, used to express a past event that has present consequences.

2.       (+)  He has bought me a bunch of flower.
(-)  He hasn’t bought me a bunch of flower.

4.       (+)  They have told me about him.
